MANILA, Philippines — While tensions continue to rise in the disputed South China Sea, President Benigno Aquino III on Tuesday urged police chiefs of Southeast Asian nations to uphold peace and security in the region.
In his speech at the 34th Association of Southeast Asian Nations (ASEAN) Chiefs of Police Conference, Aquino said peoples in the region will be able to live peacefully if police forces guarantee their safety and security.
"While I and other heads of state in Myanmar fostered agreements on a broader scale, those of you present in today’s gatherings like this will be vital in making sure that agreements become tangible realities for our peoples in the area of peace and security," Aquino told the police officials present in the event held in Pasay City.
The President was referring to the agreements reached during the 24th ASEAN Summit held in Myanmar over the weekend.
Malacañang earlier said several heads of state and government, particularly Malaysia, Vietnam, and Indonesia expressed support for the principles promoted by the Philippines anchored on following the rule of law and peaceful settlement of the territorial disputes.
The Palace said all countries concerned were urged to exercise self-restraint and resolve disputes by peaceful means without resorting to threat or use of force. ASEAN member nations reaffirmed the importance of maintaining peace and stability, maritime security, freedom of navigation in and over flight above the South China Sea.
The countries in the regional bloc were also called on to fast-track the conclusion of the Code of Conduct on the South China Sea.
Aquino said human security and freedom from unease can only mean stability and confidence in the ASEAN markets.
"I encourage all of you here: Let us explore new avenues of cooperation to minimize the breathing room of criminals; let us share best practices with one another; let us bring our security agreements to fruition by optimizing the synergies between our countries acting as one voice along the spirit of ASEAN platform," Aquino said.
In his speech, Aquino also urged the police leaders to put an end to transnational crimes such as human trafficking, illegal drug trade, cybercrime, money laundering and terrorism.
"We meet today with the full knowledge that wrongdoing is not limited to single countries or particular regions. Transnational crime crosses beyond borders," Aquino said.
"Our goal: To make sure that such criminals are brought to justice in the swiftest and most efficient manner possible; and to allow all the peoples of Southeast Asia to go about their lives with peace of mind, knowing that they are protected by their respective governments," the President added.
